The advisories are particularly relevant in urban areas known for high crime rates and impoverished neighborhoods, where tourists can be especially vulnerable.
In compliance with its mission to safeguard U.S. citizens abroad, the government utilizes a four-tier advisory system. This system categorizes travel risks from “exercise normal precautions” (the least risky) to “do not travel” (the highest level of risk). Countries generally deemed safe, like Switzerland and Canada, fall under the lowest advisory level. In contrast, countries facing conflict or high crime rates are placed in higher caution levels. It’s essential to note that while some countries may be generally safe, particular regions may still pose significant risks. For instance, border areas in India adjacent to Pakistan, and certain states in Mexico, heavily affected by drug trafficking, fall under higher advisory levels due to ongoing violence and instability.

Historically rated under the “exercise increased caution” category, Brazil’s new advisory offers a more detailed examination of crime and safety risks throughout the country. The situation is especially dire in areas heavily influenced by organized crime, particularly gangs associated with the drug trade. Cities such as Rio de Janeiro are experiencing a spike in violent incidents, which disproportionately affects unsuspecting tourists. Travelers unfamiliar with the local landscape may find themselves at risk for various crimes, including drugging incidents where substances are surreptitiously added to drinks.
The advisory specifically notes that several cities surrounding Brasília—like Ceilândia, Santa Maria, São Sebastião, and Paranoá—are experiencing escalating crime levels. Travelers planning to explore Brazil’s border regions, particularly those adjacent to countries such as Bolivia, Colombia, and Venezuela, are urged to exercise extreme caution. Government officials must secure prior authorization to travel within 100 miles of these borders. Tourists venturing into these areas independently are equally advised to be vigilant, as these territories often have a heightened presence of criminal activity.
Nevertheless, Brazil’s allure as a travel destination remains undiminished. Places like Foz do Iguaçu, with its breathtaking Iguaçu Falls, and the UNESCO-listed Pantanal National Park continue to offer safe environments for visitors. However, as the U.S. State Department points out, tourists should take extreme care when visiting informal housing developments, particularly favelas, even if accompanied by a guide. Such areas can be perilous, given their gang influence and prevalent poverty.
Despite the challenges that Brazil faces, it continues to be a magnet for tourists worldwide. In 2024 alone, millions of international visitors are expected to arrive, especially during key events like Carnival. Cities such as Rio de Janeiro, São Paulo, and Salvador draw large crowds eager to revel in Brazil’s vibrant culture, spirited festivals, and remarkable landscapes.
Yet, the disparity between affluent neighborhoods and impoverished regions controlled by gangs highlights the need for vigilance. While many areas of Brazil offer safe and enriching experiences, others pose considerable risks. Hence, staying informed about travel advisories and local conditions is vital for anyone planning to experience the beauty and diversity of this captivating country.
